Since its establishment in 1982, CIECC has provided consultancy services for more than 12000 projects entrusted by governments at all levels and enterprises, with the total investment involved amounting to RMB17.2 trillion yuan. Through more than 20 years' relentless efforts, we have come to establish the "CIECC" brand image and form our unique advantages: we have developed distinctive theories and methodologies and service system for project appraisal and other consultancy services, have basically formed a business chain covering each and every phase of an investment project, and have cultivated a workforce of high quality and competence, all of which have enabled us to play an important part in the economic construction and investment decision making process and provide quality and efficient consultancy services to the country and society.

To fully promote the concept of scientific development, comply with the reform of the national investment system and the establishment of state-owned assets supervision and management mechanism, CIECC, during the key period with both strategic opportunities and challenges, has proactively undertaken strategic transition and mapped out the general thinking of reform and development: to formulate the market-oriented development strategy of providing multi-disciplinary consulting services to the government and the society covering the entire cycle of investment projects, with "CIECC" brand buildup as the core; to adopt development mode of specialized services and corporate group management structure; to establish a flexible and highly efficient operation and management mechanism which is market-oriented and in compliance with corporate governance; to give more weight to the new concept of sustainable economic and social development while continuing to attach importance to improving investment benefit and minimizing risk involved. The general thinking has pointed out the direction of our future reform and development and defined the strategic principle for us to coordinate sustainable development in an all-round manner. With the general thinking as the guiding principle, CIECC has drafted a five-year development plan to serve as the strategic arrangement for our better and faster development.

In the spring of 2007, top official leaders of central government including General-Secretary Mr. Hu Jintao, Premier Mr. Wen Jiabao, Vice President Mr. Zeng Qinghong and Vice Premier Mr. Zeng Peiyan expressed their full affirmation on the efforts by CIECC to implement the Scientific Development Outlook to promote innovation in engineering consulting concept, and gave important instruction on further promoting theoretical and methodological innovation in engineering consultancy and genuinely practicing the Scientific Development Outlook in the field of investment.
